Sovereign Development Consortium: Case study

The Sovereign Development Consortium (SDC) was formed in 2003 in response to the government initiative for larger organisations to deliver more ambitious new build programmes and achieve greater efficiency through public procurement.

Sovereign Housing Group took the lead role in establishing the Consortium and has since grown the alliance into a partnership of 12 RSLs* and four framework contractors.** The member associations manage in total around 41,000 homes across the south of England, from Plymouth in the south-west, to Berkshire and the Home Counties in the east.

The SDC is highly successful in securing government funding from the HCA to deliver affordable homes. In 2008/09 it secured grant funding of approximately £45m and consequently completed on 1,057 homes and achieved 1,160 start on sites.

Following a thorough OJEU compliant procurement exercise for both new build and refurbishment works, Anglian was awarded a £5m+ Framework Agreement to provide the Consortium’s members with a full supply and installation service of double-glazed PVC-u windows and patio doors until 2011.

The benefits of the Framework Agreement were also made available to the Westworks Consortium, of which the Sovereign Housing Group is one of the 19 RSLs and local authorities that manage over 105,000 homes.

In the first year, Anglian supplied windows to 200 plots for the SDC’s framework contractors, and to 550 homes as part of refurbishment programmes.

The refurbishment element of the programme has seen more than 4,000 windows fitted in the first year for Somer, Sovereign and Twynham Housing Associations.

Anglian provides SDC members with a full project service including the provision of resident literature and onsite support, as well as a dedicated partnership extranet facility. This online portal provides Consortium members with access to details on the Framework Agreement, service levels and relevant contact information, as well as programme schedules, pricing information and KPI results, which are held within a secure access area.

Regular strategic review meetings are held to review progress, KPI performance and identify best practices for dissemination throughout the partnership.
